EMC’s mission is to deliver defensible, high-quality regulatory compliance services to California industrial facilities. We achieve this through technical accuracy, direct client engagement, and documentation that withstands Regional Water Board scrutiny.
We measure success by three outcomes: facilities that maintain continuous IGP and HMBP compliance, reporting cycles that close on time without exposure to Mandatory Minimum Penalties, and audit-ready records that demonstrate good-faith compliance under Order WQ 2014-0057-DWQ (as amended) and California Health and Safety Code Chapter 6.95.
About EMC

Environmental Management Consulting, LLC (EMC) is a California environmental consulting firm established in 2016, with over 16 years of practitioner experience in Industrial General Permit (IGP) compliance, CERS — Hazardous Materials Business Plan (HMBP) reporting, and Qualified Industrial Stormwater Practitioner (QISP) services.
EMC supports California industrial facilities across multiple sectors — including, but not limited to, recycling, scrap metal, lumber, manufacturing, automotive dismantling, and transportation. Our services are scaled to facility size and permit complexity, from initial Notice of Intent submittals for new operators through Level 2 Exceedance Response Action Technical Reports for facilities managing persistent NAL exceedances.
EMC supports facilities across the full IGP lifecycle — from new permit coverage through annual reporting cycles, ERA progressions, and Notice of Termination filings — alongside parallel CERS — HMBP submittals for facilities subject to California Health and Safety Code Chapter 6.95 reporting requirements.
Our practice is built on three principles:

• Regulatory accuracy. Every deliverable — SWPPPs, Annual Reports, ERA documentation, HMBP submittals — is prepared to withstand inspection and citation by Regional Water Boards and Certified Unified Program Agencies (CUPAs).

• Direct engagement. Facility personnel work directly with EMC’s lead consultant on technical decisions, not through layered account management. This matters when a sampling event requires same-day judgment or when an inspection finding requires immediate response.

EMC works exclusively within the California regulatory framework — the IGP, CERS — HMBP, and the underlying Clean Water Act §402(p), Porter-Cologne Act, and Water Code §13385 authorities. That focus produces compliance work that reflects current Water Board interpretations rather than generalized federal guidance.
